Modi launches Rs 23,550 cr projects in Assam, targets Congress over ‘panic politics’

Historic Infrastructure Push for Northeast India

Prime Minister Narendra Modi on Saturday unveiled a comprehensive package of development projects valued at Rs 23,550 crore in Silchar, Assam, signaling the government's commitment to transforming the region's economic landscape. The announcement represents one of the most significant infrastructure investments in the Barak Valley, encompassing multiple sectors including transportation, agriculture, and urban development. The initiatives were formally launched through foundation stone laying ceremonies and groundbreaking events held in Silchar, with the Prime Minister personally conducting the 'Bhumi Pujan' rituals at Ambikapur, underscoring the government's direct involvement in the project rollout.

Among the flagship projects is the Silchar-Shillong High-Speed Corridor, a Rs 22,864-crore expressway that marks a watershed moment for Northeast infrastructure development. This 166-kilometer access-controlled greenfield expressway will serve as the first high-speed corridor of its kind in the region, substantially improving connectivity between Assam and Meghalaya. The project will reduce the distance between Guwahati and Silchar from 295 kilometers to 252 kilometers, while cutting travel time from 8.5 hours to approximately 5 hours, creating significant implications for regional trade and economic integration. Officials emphasized that the enhanced connectivity would facilitate cross-border commerce and strengthen economic ties between neighboring states.

Complementing the expressway development, the government announced the construction of an elevated corridor on National Highway 306 from Trunk Road near Capital Point to Rangirkhari Point in Silchar. Valued at approximately Rs 565 crore, this Phase-I project aims to decongest one of Silchar's busiest roads while improving connectivity with neighboring states including Mizoram, Tripura, and Manipur. The initiative reflects a broader strategy to position Barak Valley as a major logistics and trade hub for Northeast India, addressing long-standing infrastructure bottlenecks that have constrained regional economic development.

Agriculture and Education Focus

Beyond transportation infrastructure, the Prime Minister emphasized the government's commitment to strengthening the agricultural sector through educational and institutional development. The foundation stone for the first Agriculture College in the region at Patharkandi in Karimganj district was laid, a project worth Rs 122 crore designed to enhance agricultural research capabilities and foster agri-startups among local youth. This institution will provide students from the Barak Valley and neighboring regions access to quality agricultural education closer to home, addressing a significant gap in the region's educational infrastructure.

The agricultural focus extends to direct farmer support through the PM-Kisan Samman Nidhi scheme, which has transferred over Rs 20,000 crore to farmers in Assam. Prime Minister Modi stated, highlighting the contrast between the government's action-oriented approach and what he characterized as the opposition's inaction. The government also distributed land pattas to families linked to Assam's tea plantations, acknowledging the crucial contributions of tea garden workers to the region's development.

Political Messaging and Future Vision

While inaugurating the projects, Prime Minister Modi took the opportunity to launch a sharp political critique of the Congress party, accusing them of practicing what he termed "panic politics" during the ongoing West Asia conflict. He alleged that Congress failed to act responsibly and instead created unnecessary alarm among the populace. Modi further claimed that the opposition party lacked a coherent vision for either Assam or the nation, asserting that the Congress party misguided youths in the state toward paths of violence and terrorism.

The Prime Minister contended that the Congress party's historical mismanagement had weakened Barak Valley, citing the drawing of borders at independence that cut off the region's access to maritime trade routes. He presented the current development initiatives as a corrective course correction, transforming what he described as a region left behind into an "ocean of opportunities" for its youth. Modi highlighted additional connectivity projects, including the flagging off of the Kamakhya-Charlapalli Amrit Bharat Express and the Guwahati-New Jalpaiguri Express, which he argued would facilitate farmer access to broader markets and strengthen regional trade networks.

The broader policy framework underlying these projects reflects the government's "Act East Policy," positioning the Northeast at the center of India's economic and strategic planning. Parallel initiatives include railway electrification of over 2,500 kilometers of tracks across Assam and development of the region as an emerging healthcare and semiconductor hub. The Vibrant Village Programme, launched from Cachar district, brings improved infrastructure and services to border villages, which Modi described as the "first villages of the country."
